Does this post have a base plate?
No, it is set in the ground. For concrete, decks and slabs there is a surface mount post with a welded base plate.
How do the panels attach to the post?
With rail brackets: one per rail end, sized to the panel's rail (1", 1-1/4", 1-1/2" or 2"). A 2-rail panel between two posts takes four brackets.
