This button head bolt is a fixing for gate hardware and fence fittings. It has a hex socket in a low, rounded head, so it is tightened with a hex key rather than a spanner and leaves a tidy, smooth head on the finished fitting.

M8 is the metric thread size, with a nominal diameter of 0.315", and the bolt is 1-9/16" long. It fits an M8 nut or an M8 threaded hole. Check the combined thickness of the parts you are joining, plus the nut if you use one, so that 1-9/16" gives enough thread without the bolt standing out too far.
